State Governor Salomón Jara Cruz announced that the remaining 667 bureaucrats dismissed by Decree 24, approved by the state Congress on December 11, 2024, which initially eliminated 1,344 positions, will return to their jobs in the state administration with all their rights and prerogatives. This reverses a measure that sparked various protests and demonstrations in the state and the nation’s capital.
In a press conference, he said that, more than a year ago, they began a process to review the state government’s labor structure. “We did it because for years, positions multiplied without planning. We irresponsibly did what you’ve already seen in the growth of bureaucrats, but you’ve also seen how pensions have grown, which we should be contributing year after year.”
He asserted that abuse was allowed and a payroll that compromised state public finances was allowed to grow irresponsibly. “Our criticism of these practices and this reality remains. Oaxaca cannot again indulge in these vices that weaken the state and harm the people. But we have also recognized the essential point: in the midst of this process, workers with legitimate merits, proven track records, and acquired rights were left behind. They are an indispensable part of public service and must now be back in their place, fulfilling their responsibility to the public.”
He asserted that his government is leftist, and has championed the union struggle. “That is why I want to announce that all colleagues awaiting reinstatement will be reassigned to their workplaces. Their seniority, benefits, and career history will be respected. No one should be surprised or conditioned. Today, we are seeing that they are once again seeking sponsors or coyotes to secure their reinstatement through payment.”
He emphasized that all former employees will be summoned by the Secretary of Administration, Noel Hernández Rito, to appear before the Local Conciliation and Arbitration Board to sign their reinstatement.
He commented that they have spoken with the bureaucrats’ union and have agreed on the most important thing: recognition for workers and the stability of their families.
“I recognize this commitment, and at the same time, I firmly state that unionism in Oaxaca must guarantee justice and dignity at work, never a refuge for privileges or private interests. There must never again be room for improper practices, and we must work closely together to prevent corruption.”
He stated that today the government and unions have assumed a shared commitment and responsibility to ensure that every position, every official, and every public servant are at the service of the citizens.
“I call on all workers to ensure that this return is also a renewed commitment; to serve our people with honesty, efficiency, and dedication; and I want to tell them to personally go to the Secretariat of Administration. I will not accept any intermediary, any agent, or any coyote or coyota to represent them.”
It is worth remembering that on December 12, 2024, Decree 24, approved by the 66th Legislature, was published in the Official Gazette of the State of Oaxaca. This decree eliminated 1,344 administrative positions belonging to the Government of the State of Oaxaca with immediate effect. Consequently, the Secretariat of Administration revoked the corresponding job appointments.
However, at various times, the state government reviewed these positions and reinstated the workers. In the end, only 667 workers remained unreinstated. However, their reinstatement to the state public administration was announced yesterday.
Now, the state Congress must meet to approve the repeal of the published decree, which is binding on state agencies.
