Sinaloa and Sonora led the country’s inflation during the first half of November 2025 with variations of 3.29% and 3.19%, respectively, figures that significantly exceed the national average of 0.47%, reported the National Institute of Statistics and Geography (INEGI).

In contrast, Quintana Roo registered the lowest variation with a deflation of -0.36%.

The inflationary behavior in the northwestern states is mainly explained by the end of the subsidy for the summer electricity rate program, which benefited cities with extreme temperatures during the summer.

Baja California Sur ranked third with 1.89%, followed by Baja California with 1.41% and Tamaulipas with 0.81%, the agency specified.

At the opposite end of the spectrum, in addition to Quintana Roo, other states showed negative or near-zero variations.

Aguascalientes registered -0.26%, Durango -0.21%, Chiapas -0.08%, and Nuevo León -0.04%, indicating a generalized moderation of prices in these regions.

At the city level, Esperanza, Sonora, had the highest inflation in the country at 3.47%, followed by Culiacán (3.29%), Hermosillo (3.12%), Huatabampo (2.98%), and Mexicali (2.86%).

All of these cities benefited from the electricity subsidy program that ended in November, INEGI detailed.

The cities with the lowest inflation were Cancún (-0.55%), Aguascalientes (-0.26%), Tehuantepec (-0.22%), Durango (-0.21%), and Tuxtla Gutiérrez (-0.12%).

The statistical agency clarified that the breakdowns of the INPC by entity and city have only informative value and should not be interpreted as official state indices.
