According to Leopoldo Maldonado, director of Article 19, Guanajuato remains one of the states in the country with the highest number of attacks against the press.

During a visit to the Guanajuato State Human Rights Commission (Prodheg), the activist stated that no state in Mexico has a public policy to guarantee the right to press protection and freedom of expression:
“On the contrary, we are seeing a significant regression in legislative terms, also on the part of the Judiciary, which has become an actor in the harassment of the press, as have the electoral institutes and the electoral tribunal,” he pointed out.
Leopoldo Maldonado added that violence against the press continues its “upward spiral” due to the violence experienced in Guanajuato; this is compounded by public attacks and judicial violence or harassment, which results in a censored press.
It was also stated that violations of freedom of expression stem from federal laws, and that electoral bodies have a restrictive interpretation of electoral legislation.
