The Attorney General’s delegate for the Central region, Miguel Ángel Medina Torres, assured that they will be on call 24 hours a day to receive and address any complaints from Mexican nationals who report abuses, improper charges, or extortion by police officers while passing through Monclova and surrounding municipalities.

Medina Torres reported that they will be working in coordination with the municipal Tourism office, headed by Armando de la Garza, who has set up a WhatsApp number to receive immediate reports.

The Attorney General reiterated that no officer will be allowed to harass or extort money from Mexican nationals who are crossing the region, carrying both nostalgia and dollars to spend.

The delegate explained that Armando de la Garza shared a WhatsApp number dedicated exclusively to receiving reports from Mexican nationals during their journey. “Armando is very proactive, very collaborative, and socially committed. He will be receiving the complaints and will immediately contact us,” Medina Torres stated.

He reiterated that the instruction is that every complaint will be addressed without delay, as our fellow citizens deserve safe passage free from pressure from any authority.

Although he noted that few cases of extortion have been detected in the region, Medina Torres stressed that they will be vigilant. “Of course, it is a crime for an officer to take dollars from people,” he warned.

He explained that, although extortion in these cases does not warrant jail time, it does imply the immediate dismissal of the officer involved. The Prosecutor’s Office has an Internal Control Body and an Internal Affairs division to investigate any incident of this type.

The prosecutor clarified that a formal complaint from the victim is necessary to initiate an investigation; however, he emphasized that in cases of visible incidents, investigations will be conducted based on complaints, even without formal reports, and there will be ongoing support through coordination with the Tourism Department. “We cannot investigate without a complaint, but we will be coordinating with Armando so that any report is properly channeled and we can take action,” he explained.
