Who will answer to the taxi drivers?

The Supreme Court’s ruling nullified several restrictions that the Baja California Sur government had imposed on federal tourist transportation. For many taxi drivers in Los Cabos, this represents a blow to a business model they had considered for years to be part of their livelihood.

Thousands of families invested their savings, acquired permits, and trusted that the government would defend the state’s legal framework. Today, that framework has changed following a court decision.

The question is unavoidable: who will explain to the taxi drivers that the legal strategy failed? Who will tell them why a regulation was enacted that was ultimately declared unconstitutional?

Governments cannot promise legal certainty if the courts later determine that their decisions exceeded their authority. Governing also involves anticipating the legal consequences of actions taken by authorities.

Taxi drivers deserve a clear explanation and, above all, a roadmap for navigating this new situation. Because political rhetoric doesn’t pay debts or restore the value of one’s assets when the rules change.
