A courageous Mexican lawyer uploaded a video to social media asserting that private impound lots in Mexico are a business that violates the Constitution and proposing a new digital sanctions system that operates without vehicle impoundment.

The video is becoming a trending topic and can be found on the account @Ernesto A. Chapur, who proposes eliminating private impound lots and changing the traffic sanctions model in Mexico.

In the video, Chapur specifies that Article 14 of the Constitution establishes that no Mexican citizen can be deprived of their property without due process.

However, he points out that every day the police impound vehicles, motorcycles, license plates, driver’s licenses, and registration cards without trial, hearing, or prior defense, which he considers an irregular practice and a violation of rights.

The lawyer proposes: Electronic fines with direct notification to the offender.

Also, no impoundment of cars, motorcycles, license plates, or documents. Temporary license suspension after three accumulated violations.

Up to 36 hours of arrest in cases of serious repeat offenses. Real tax procedures for debt collection.
Digital vehicle registration, license plates, and driver’s license with QR code. A temporary state impound lot only for vehicles reported stolen (maximum 30 days).
