The Campeche State Specialized Prosecutor’s Office for Combating Corruption executed an arrest warrant against the former rector of the Autonomous University of Carmen (UNACAR), José Antonio “N”.
The operation took place at 8:37 p.m. on December 30 in the municipality of Calkiní, specifically in the Kilakán neighborhood. Following his arrest, authorities transferred the former official to the Social Reintegration Center (Cereso) in Ciudad del Carmen.
The arrest occurred almost in the heart of this picturesque municipality, when agents of the Ministerial Police intercepted him on 26th Street, near the corner of 25th Street, in the Kilakán neighborhood, while he was accompanied by family members.
The investigation file indicates financial damages amounting to 56.3 million pesos. The charges presented by the Public Prosecutor’s Office include embezzlement, abuse of authority, and illicit exercise of public service.
These irregularities at the main university in Carmen were detected in audits corresponding to the fiscal years 2020, 2021, and 2022. The investigation also encompasses the former administration of the university treasury, under the management of an official identified as Isabel “N.”
To date, neither the local public prosecutor’s office nor the rector of Unacar has provided any information on the matter. It is presumed that the initial hearing to determine whether the case will proceed to trial will be held on December 31 before the duty judge, but this could be postponed to the first week of January depending on the workload of the Oral Trial Court.
This corruption scheme also allegedly involves 13 people who agreed to receive deposits and transfers and then distribute those funds among the participants.
This scheme was denounced by Rector Ruz himself on August 22, 2022, before the Specialized Prosecutor’s Office for Combating Corruption in the State of Campeche, where a case was opened for the possible crimes of “improper exercise of public service,” abuse of authority, “improper use of powers and faculties,” embezzlement, criminal association, “falsification of public documents,” and any other related offenses.
If it is confirmed that this is one of the cases against the former rector, it would mean that the Anti-Corruption Prosecutor’s Office has taken a different approach to the investigation and implicated him as a co-perpetrator by action or omission.
Ruz left the Rectorship, after numerous complaints and demonstrations encouraged by the Morena party, at midnight on Monday, November 21, 2022, and his position was filled by the current rector, Sandra Martha Laffon Leal.
