With the goal of preventing, detecting, investigating, and deterring illegal practices, the State Government, through the Secretariat of Anti-Corruption and Good Governance, and under its Zero Tolerance for Corruption policy, initiated 312 investigations into alleged administrative misconduct. Additionally, it is monitoring 179 similar proceedings.
Governor Alejandro Armenta stated that preventive actions are combined with the firm application of regulations when there is evidence of administrative wrongdoing. As a result of these processes, the first 27 sanctions were imposed on public servants for minor administrative offenses, while cases involving serious offenses were referred to the appropriate courts, in accordance with the law.
These actions reflect the institutional conviction that all areas of public administration are subject to review and that everyone must bear the consequences of their actions, in accordance with the principles of transparency and good governance, which are led nationally by the President of Mexico, Claudia Sheinbaum.
In addition to fostering a culture of reporting and engagement with citizens, 534 Digital Complaint and Report Boxes are currently operating in state agencies and entities that provide services and procedures. These mechanisms are complemented by the PROintegridad platform, prointegridad.puebla.gob.mx, in-person assistance, and the telephone hotline 22 23 03 46 00, extensions 3466, 3493, 3497, 3467, and 3464, all aimed at facilitating public access to reliable channels for reporting irregularities.
The Secretariat of Anti-Corruption and Good Governance addressed 5,184 citizen complaints related to possible acts or omissions attributable to public servants. Of these, 810 complaints were referred to the appropriate authorities, with 540 cases concluded and 270 in the follow-up stage. Additionally, 214 formal complaints were received, of which 168 were concluded and 46 were referred to the corresponding investigative authorities. Furthermore, 1,398 people received guidance on how to contact other competent public entities. These actions are complemented by 2,006 citizen consultations provided through the PROintegrity hotline.
In matters of administrative investigations, cases were initiated by citizen complaints, ex officio, or as a result of ongoing audits and reviews. In each case, procedures were ordered for obtaining and analyzing information, reviewing documents, and taking statements, in accordance with technical and legal criteria. During the fiscal year, 77 investigations initiated during this period were concluded, in addition to the closure of 306 cases from previous years, thus preventing backlogs in addressing matters.
Among the relevant cases is the file related to the International Museum of the Baroque, in which the necessary procedures continue to determine the corresponding responsibilities according to the applicable legal framework.
It is worth noting that for serious offenses, the proceedings were referred to the Specialized Chamber for Administrative Responsibilities of the Administrative Justice Tribunal of the Judicial Branch of the State of Puebla, the body responsible for their substantiation and resolution.
Likewise, when the State Government identified possible criminal conduct, the agency immediately notified the Specialized Prosecutor’s Office for Combating Corruption, so that the investigations would continue through the criminal justice system, without exceptions or privileges.
The state administration reiterates that citizen complaints do matter, are investigated, and do result in sanctions when the law so dictates. The institutional fight against corruption protects public resources, strengthens public trust, and advances toward good governance where honesty is the rule, not the exception.
