With surgical operations, the Mexican Navy contains the violence in Colima

The inability of the Colima state government, under Indira Vizcaíno Silva, to contain the violence ultimately led to the ceding of public security control once again to federal forces through the Mexican Navy (Semar).

Faced with a relentless escalation of crime since the beginning of the current administration, the Navy had to intervene directly to break the networks of complicity fostered by municipalities and the state government itself.

In just two months, and as a result of the “Sailfish 2025” Security Strategy, the Mexican Navy reported 380 arrests of perpetrators of violence as of January 4, 2026. This stark figure reveals a significant gap. Without federal intervention, the state would be completely overwhelmed.

From December 29, 2025, to January 4, 2026, naval intelligence and Marine infantry personnel, in coordination with the Attorney General’s Office (FGR), and with state and municipal authorities observing, maintained a permanent deployment in Manzanillo, Tecomán, Minatitlán, Cuauhtémoc, Armería, Villa de Álvarez, and Colima City.

During this period, 43 people allegedly linked to illicit activities were arrested. Authorities seized 225 doses of methamphetamine, more than 3,000 doses of marijuana, a handgun, 13 rounds of ammunition, and nine vehicles used, according to authorities, for criminal purposes. All items were turned over to the appropriate authorities.

Colima became one of the states with the highest rates of intentional homicides in the country while the official discourse insisted on coordination and prevention. Reality forced an intervention that now attempts to contain what had been allowed to grow.

The “Sailfish 2025” Strategy reflects inter-institutional coordination and federal determination, but it also exposes, without embellishment, the fragility of Indira Vizcaíno Silva’s administration, which failed to articulate its own plan to protect its population.
