Tlaxcala and Puebla begin working together to address territorial boundaries

The Government of the State of Tlaxcala, through the Secretary of Government, Luis Antonio Ramírez Hernández, received the Secretary of the Interior of the State of Puebla, Samuel Aguilar Pala, and his team, to hold an inter-institutional meeting to review, in its first phase, issues related to the territorial boundaries between the two states.

During the meeting, specialists from Tlaxcala and Puebla agreed to identify and analyze current regulatory documents, including the 1899 decree and other legal instruments, in order to verify potential territorial overlaps.

They also agreed to review the agreement signed in 2004 between municipalities and communities of both states, which will serve as the basis for subsequent working groups, supplemented by a review of municipal records, agreements, and background information.

Among the agreements reached, the identification of priority conflict points stands out, using a matrix to differentiate between cases that can be resolved administratively and those that, due to their complexity, must be addressed through the judicial process before the Supreme Court of Justice of the Nation.

The Government of the State of Tlaxcala proposed drafting a bill on territorial boundaries, as well as considering a possible reform to the corresponding legislation of the State of Puebla, in order to build a compatible interstate regulatory framework that provides legal certainty to land regularization processes.

Both parties agreed to establish a work schedule with a view to concluding in 2026, to involve the local legislatures in compiling the respective files, and to hold another meeting at a later date.
