Heads and “narcomanta” left for police commanders and former chiefs; signed by the CJNG

A white banner with a threatening message directed at current and former commanders of various security agencies in Mexicali was discovered Saturday morning, January 24, in the vicinity of the Villas del Sol housing development.

Police officers who arrived to respond to the emergency discovered a paint bucket containing a human head nearby.

The emergency call was made around 9:30 a.m. by security guards at a booth located across from where the message was hung.

The banner, written in red and black letters, was placed at the intersection of Madrid Avenue and Villas del Sol Boulevard. It referenced several current and former police chiefs, including the Chief of Staff of the State Attorney General’s Office (FGE), Juan Carlos Buenrostro; the current Director of the Municipal Police, Luis Felipe Chan; a former police commander identified as Gustavo Peinado Palomo; Jacobo Alvizo; and former Director Pedro Ariel Mendivil.

Municipal police officers responded to the scene and confirmed the report. They removed the threatening banner and turned it over to agents of the State Attorney General’s Office (FGE) to begin the investigation.

The message warned against supporting the criminal group known as “Los Rusos” (The Russians) and issued a first warning.

The message reads:

“Juan Carlos Buenrostro, Gustavo Peinado Palomo, Pedro Ariel Mendivil, Luis Jacobo Alvizo, Luis Felipe Chan, as well as all the municipal and government officials who support Los Rusos, stop meddling in matters that don’t concern you, or we’ll come after you too. First and only warning. Sincerely, CJNG.”

Police are working at the scene to gather information that will help them identify those responsible.
