They uncover shady deals in Paraíso

Contractors and city hall staff are accusing Mayor Alfonso Baca of corruption, alleging he awarded 166 million pesos in public works contracts to his friends and family.

“Today’s results are the fruit of a budget managed responsibly and transparently: 166.2 million pesos converted into 150 public works and services. This year has been historic,” declared an elated Alfonso Baca Sevilla, mayor of Paraíso, at the close of 2025. However, within the halls of Paraíso City Hall, the story is quite different.

According to workers and contractors, the main projects of the Paraíso administration are tainted by allegations of influence peddling, nepotism, and corruption.

They claim it is an open secret within City Hall that at least two of the projects most publicized by Mayor Alfonso Jesús Baca were awarded to close friends and relatives by marriage.

This involves the renovation of the “Maximino Domínguez Pérez” baseball park and the construction of the Playa Sol resort, designed in the style of the Mexican Caribbean. According to Paraíso’s 2025 Expenditure Budget, totaling 735,583,923.99 pesos, the Directorate of Public Works, Land Management, and Municipal Services spent 135 million pesos, and the Directorate of Education, Culture, and Recreation spent a total of 60.2 million pesos.

“Between old alliances forged at Pemex and family ties within the City Hall, the Paraíso administration has been accused of distributing public works projects and strategic positions as if they were political spoils, benefiting friends, associates, and relatives of the mayor,” stated officials who wished to remain anonymous for fear of reprisals.

According to internal sources and documents known within the municipal administration, the renovation of the “Maximino Domínguez Pérez” baseball park, one of the local government’s flagship projects last year, was awarded to brothers Antonio and Sergio Javier Pérez, who are business partners, personal friends, and former colleagues of the mayor during his time working for Pemex. It is noteworthy and raises suspicions that the mayor did not disclose the investment in the stadium’s renovation.

It should be noted that these businessmen had previously been accused of engaging in lucrative business dealings at the expense of the state-owned oil company, during Alfonso Baca Sevilla’s tenure at Pemex. This raises serious questions about conflicts of interest and the exploitation of prior relationships for personal gain from positions of municipal power.

Another case that has generated outrage is the construction of the “Playa del Sol” resort, located in the Las Flores ranchería, third section. This project was allegedly awarded to the mayor’s son-in-law, Francisco Calderón, originally from Campeche and residing in Ciudad del Carmen. Calderón is the father of Alejandra Calderón Dorantes, honorary president of the Municipal DIF System, and wife of Alfonso Gabriel Baca Jiménez, the mayor’s son.

It also came to light that he created the new Health Care Coordination office. For whom?

The position was assigned to Dr. Francisco Calderón, brother of the DIF president.
