Mario Delgado, head of the Ministry of Public Education (SEP), reported that student scholarships have seen a historic increase of 217 percent, providing financial support to 22.8 million young people.
The Mexican government has consolidated the most ambitious education policy in recent history. According to Mario Delgado Carrillo, in 2019 there were 7.2 million scholarship recipients with a budget of 58.2 billion pesos. By 2026, that number had risen to 22.8 million children and young people, supported by an investment exceeding 178.2 billion pesos.
This increase aims to prevent a lack of financial resources from keeping students out of school, enabling them to achieve their academic goals.
Mayor Claudia Sheinbaum Pardo has strengthened these support programs through the creation of the Rita Cetina Universal Scholarship. Julio León Trujillo, National Coordinator of the Welfare Scholarships program, highlighted the following advancements for the 2026 school year:
Extension to elementary school: Students in grades one through six will receive a one-time annual stipend of 2,500 pesos.
Purpose of the funds: The amount is specifically designated for the purchase of school supplies and uniforms.
Informational meetings: During the month of February, meetings will be held in all public elementary schools nationwide to guide families through the registration process.
Full coverage from elementary school through university: The current program not only serves young children. The Benito Juárez Scholarship for High School students supported more than 4 million students, while the Youth Writing the Future program benefited 409,226 university students by the end of 2025. In addition, the new Gertrudis Bocanegra Scholarship has already registered more than 44,000 students in Michoacán. With this deployment, the federal agency reaffirms that student scholarships are the driving force behind public education.
