Manzanillo and Colima, in the “Ranking of the 50 most violent cities in the world”

Mexico has the most cities on the “2025 World’s 50 Most Violent Cities Ranking,” with 17 locations included, among them Manzanillo (11th) and Colima (13th), according to a report by the Citizens’ Council for Public Security and Criminal Justice (CCSPJP).

Some of the Mexican cities that appeared on the ranking were: Culiacán (6th), Ciudad Obregón (9th), Manzanillo (11th), Zamora (12th), Colima (13th), Acapulco (14th), Irapuato (16th), Ciudad Juárez (17th), Tijuana (18th), Celaya (20th), Cuernavaca (23rd), Uruapan (27th), and Chilpancingo (37th). While Benito Juárez, Cancún, Morelia, Tapachula, and Zacatecas dropped out of the ranking.

The Citizens’ Council for Public Security and Justice asserted that the main cause of persistent violence in Mexico is impunity, and warned that as long as intentional homicide is not effectively investigated, prosecuted, and punished, the incentives to continue killing will remain.

“Extraordinary operations or military deployments, like those implemented in states such as Michoacán, Sonora, or Sinaloa, are not enough; what is needed is a comprehensive strategy based on intelligence-driven criminal investigation.”

The report highlights that, while Mexico maintains the largest number of cities on the global list, this year only two Mexican cities remain in the top 10, a situation not seen since 2013.

According to the document presented by the CCSPJP, the following 17 Mexican cities appear in the 2025 world ranking: 1. Culiacán, Sinaloa (6th place worldwide, 103.91 homicides per 100,000 inhabitants); 2. Ciudad Obregón, Sonora (9th, 90.81); 3. Manzanillo, Colima (11th); 4. Zamora, Michoacán (12th).

The report notes that some Mexican cities, such as Benito Juárez (Cancún), Morelia, Tapachula, and Zacatecas, dropped out of the ranking this year, while Hermosillo entered for the first time.

The CCSPJP report places the following cities at the top of the 2025 world ranking: 1. Port-au-Prince, Haiti (197.43 homicides per 100,000 inhabitants); 2. Babahoyo, Ecuador (166.02); 3. Mandela Bay, South Africa; 4. Machala, Ecuador; 5. Quevedo, Ecuador; 6. Culiacán, Mexico; 7. Manabí Centro, Ecuador; 8. Guayaquil, Ecuador; 9. Ciudad Obregón, Mexico; 10. Esmeraldas, Ecuador.

The complete list includes cities from Colombia (8), Ecuador (7), Brazil (6), South Africa (6), the United States (3), Guatemala (1), Haiti (1), and Trinidad and Tobago (1). According to the report, the average homicide rate in these cities is 58.19 per 100,000 inhabitants, almost ten times higher than the estimated global average of 5.2.
