Corruption network revealed to finance Adán Augusto’s pre-campaign BCS

An investigation by N+ Focus has uncovered an alleged corruption network within the Baja California Sur Housing Institute (INVI), where public funds were reportedly used to finance Adán Augusto López Hernández’s pre-campaign between 2022 and 2023. The irregularities include the handling of cash, specifically in yellow envelopes.

The illegal financing scheme involves the participation of the former head of INVI, Fernanda Villarreal. Documents and WhatsApp conversations suggest that the funds were not only transferred via bank transfers but were also handled in cash. Starting in August 2022, Villarreal allegedly organized the delivery of money to the political structure to secure electoral support.

Among the most shocking findings, the report details the delivery of 900,000 pesos in a green bag on August 10, 2022. Villarreal requested a bank card from the treasurer, Javier Ramírez, to facilitate this transaction. Just six days after this instruction, during a meeting with Governor Víctor Castro Cosío, Villarreal requested Adán Augusto López’s bank card number to make deposits.

The total sum Villarreal claimed for electoral purposes amounted to 10 million pesos. Testimony from former treasurer Ramírez indicates that the logistical center for this operation was not a public office, but a car wash that served as a collection point. Nearly 4,000 food baskets were allegedly stored there, which were then distributed to community leaders seeking support during Morena’s internal election.

Along with Villarreal, others implicated include Juan Manuel Reyes, former finance director, and Homero Davis, former Secretary of Government. Davis has denied the accusations of misappropriation of funds, although he has expressed his willingness to appear before the authorities. The case is currently before the courts.
