The Intermunicipal System of Drinking Water and Sewerage Services (SIAPA) faces structural flaws detected by external audits that reviewed its financial, administrative, and technical operations.

The analyses were conducted by two specialized firms and primarily covered the period up to 2024. The results revealed problems in internal processes, technological systems, and administrative management.

Tonantzin Cárdenas, a representative from the Futuro party, denounced that Eli Castro has held various positions in the state executive branch for 18 years.

“To mention just a few, and not all: obsolete process manuals, inefficient personnel management, inadequate technological systems, our SAP system is extremely outdated, obsolete and deteriorated infrastructure, the age of the distribution networks, vulnerability of the water supply, failures in water quality and sanitation, an outdated user registry, and non-compliance with the human right to water,” explained Antonio Juárez Trueba, director of the agency.

Another review focused on the agency’s accounting information, where weaknesses were also identified in compliance with manuals, documentation deficiencies, and problems related to accounts receivable and overdue accounts.

“Within the review conducted in accordance with financial reporting standards, we detected widespread weaknesses in compliance with manuals, documentation deficiencies, the need for regulatory and SAT (Tax Administration Service) updates, accounts receivable, overdue accounts, and insufficient reserves, in addition to observations regarding warehouses and inventories,” revealed Juárez Trueba.

According to the agency, the results of these audits have already been submitted to the State Congress and form part of the diagnostic report that will be used for the reengineering of SIAPA (the Intermunicipal System for Water and Sanitation Services), with which the state government seeks to correct administrative and operational flaws in the system that supplies water to the Guadalajara Metropolitan Area.
