Yucatán ranks last nationally in the proportion of municipal police officers with the Single Police Certificate (CUP), according to the National Census of Municipal Governments conducted by INEGI between June and October 2025, using data from 2024.

The report indicates that only 11.5% of municipal police personnel in the state hold this certification, a requirement that verifies the evaluation of competencies, training, background checks, and performance of public security officers. In contrast, Campeche leads the nation with 100% of its municipal police officers certified.

The study also details administrative and contracting practices in Yucatán’s municipalities. During 2024, the state’s 106 municipalities signed 2,940 contracts, of which 59.7% were awarded through direct awarding, while the remainder were distributed among public tenders and other mechanisms.

However, in terms of resources, most municipal spending was carried out through competitive bidding processes. 84.1% of the total contracted amount, equivalent to 3.671 billion pesos, was channeled through public tenders, according to data compiled by INEGI (the National Institute of Statistics and Geography).

The census also reports disciplinary actions within municipal administrations. In 2024, 47 public servants were sanctioned, 39 of whom received fines, while four officials were referred to the Public Prosecutor’s Office for alleged crimes such as embezzlement and abuse of public office. Furthermore, Yucatán registered a rate of 1.5 municipal police officers per 1,000 inhabitants, placing it fourth nationally in this indicator.
