Members of Shift C of the 2nd Group, belonging to the Eastern Coordination, Eastern Sub-Directorate of the 38th Region Nezahualcóyotl (central region), have spoken out to expose what they describe as a web of corruption, abuse of power, and nepotism entrenched within their own department. In a statement sent to this media outlet, the disgruntled officers directly point to a shift supervisor without an official appointment, a sub-director who allegedly protects her, and a head of services who, under the motto “everything stays in the family,” has supposedly contributed to the consolidation of a power group around the González family name.
The focus of the controversy is on gender-based violence officer Diana Jazmín Cruz Juárez, whom the complainants accuse of performing duties outside her purview within the General Directorate of Public Security and Transit. According to the collective complaint, Cruz Juárez formally belongs to another department, but she works within the unit due to her romantic relationship with the operational subdirector for the eastern zone, Eduardo González González. The lack of an official appointment and her absence of prior work experience in the area would explain this irregular situation.
The collected testimonies describe the officer as a “rude and despotic” person who allegedly boasts of having carte blanche to act as she pleases because of her superior’s protection. Among the reported misconduct are verbal harassment, the public shaming of officers with insults, demands for bribes to cover patrol car fuel or to avoid penalties for delays, and the alleged forced collection of money for gifts intended for personnel in Region 38. At the same time, the complainants point to the head of services, Gabriel González Loyola, whom they accuse of being complicit in these practices by justifying them with the argument that “it all stays in the family,” given his relationship with the deputy director, Eduardo González González. The complainants maintain that power in the eastern zone has become concentrated in a single family, and they warn that there is now an attempt to expand this control by placing romantic partners in key positions. The frustration with these events has been exacerbated by the alleged inaction of the Internal Affairs Unit, which, according to the complaint, instead of investigating, alerts the accused superiors before each visit, allowing everything to appear in order during the inspections. The workers claim this dynamic led to an exchange of financial favors between both parties.
The collective complaint warns that if their demand to remove Officer Cruz Juárez is not met, they will proceed with public demonstrations and document other irregularities with photographs and videos to send to the federal government and the relevant authorities, so that investigations can be launched leading to the dismissal of the commanders involved.
Meanwhile, the public and the security personnel themselves expect the institutions responsible for ensuring legality and transparency to act promptly to clarify the facts and, if confirmed, eradicate these practices that undermine trust in the police forces of the State of Mexico.
