The municipal administration of Pablo Gutiérrez Lazarus has been criticized not only for the economic crisis and insecurity, but also for alleged irregularities in the use of force by law enforcement and possible human rights violations. This has resulted in 182 complaints filed by Carmen residents regarding the mayor’s misconduct.

According to information endorsed by the State Human Rights Commission of Carmen (Codhecam), between 2021 and March 2026, 182 complaints were registered concerning the actions of Carmen City Hall personnel. These complaints involved various municipal departments, particularly the Directorate of Public Safety, Traffic, and Municipal Transit, as well as the mayor’s office.

The figures confirm a significant increase in 2024, with 87 cases registered. These complaints included allegations of arbitrary arrests, excessive use of force by law enforcement, violations against minors, sexual abuse, torture, deaths in custody, violations of freedom of expression, and attacks on journalists.

The Codhecam has issued recommendations to address the documented cases and prevent the repetition of similar conduct, warning that non-compliance may result in administrative and criminal liabilities, including political trials against high-level public servants such as the municipal president.
