Head of PROFECO Tijuana Received Luxury Residence in Hacienda Agua Caliente as a Donation

The mother of the head of PROFECO Tijuana—who stated she was a homemaker—purchased an exclusive property in Hacienda Agua Caliente and subsequently transferred it to her son, according to documents obtained by Tijuana Rifa.

A luxury residence located in the exclusive Hacienda Agua Caliente subdivision was placed in the name of Óscar Zárate Chávez, the current head of the Federal Consumer Protection Agency (PROFECO) in Tijuana, after his mother purchased it and, years later, transferred it to him via a deed of gift.

Documents obtained by Tijuana Rifa—including notarial deeds, private contracts, and public records—show that the property, located at 11731 Santo Tomás Street, was acquired on February 15, 2019, by María Guadalupe Chávez Corona.

The sale was formalized before Public Notary Office No. 3 in Tijuana for the sum of $157,060.80. Óscar Zárate Chávez’s signature appears on the private purchase agreement as a witness to the transaction.

The home is situated within a gated enclave comprising only eight residences; it features 349.02 square meters of built space (cadastral key HA-015-009), three levels, luxury finishes, and 20 solar panels. Although the deeds list appraised values ​​ranging between 2.6 and 3.3 million pesos, real estate specialists consulted by this publication estimate that its market value exceeds 14 million pesos.

On May 28, 2024, María Guadalupe Chávez Corona formalized a deed of gift—described as “pure, simple, and gratuitous”—in favor of her son. The transaction was executed before Public Notary Office No. 5 in Tijuana and was recorded in the Public Registry of Property on July 9, 2024. In that deed, Óscar Zárate Chávez appears as the donee and ultimate beneficiary of the property.

In the notarial documents, the official’s mother declared that she was 77 years of age and that her occupation was “homemaker.” He also listed a residence in the El Paraíso subdivision as his domicile—the same address that appears on his voter ID card, issued by the National Electoral Institute in 2019 and valid until 2029. The records reviewed by this publication do not indicate that he resided in the house in Hacienda Agua Caliente prior to transferring it to his son.

Óscar Zárate Chávez has served as the head of PROFECO Tijuana since 2018. Previously, between 2012 and 2018, he was the Chief of the Verification Department within the same agency. His estimated monthly salary is approximately 42,000 pesos.
