Regarding the recognition and guarantee of human rights, particularly concerning the Gender Identity Law, they point out that Durango needs to make progress, as it has fallen behind.

The Gender Identity Law has already been approved in at least 25 states in the country; however, in Durango, the issue is not progressing at the same pace, explained councilman Alan Espinosa de la O.

He said that, following the visit of activist and human rights defender Kenya Cuevas to Durango, dialogues were held with LGBT+ community groups and organizations, in which they agreed to begin working on promoting initiatives that will allow for progress within the legislative and municipal spheres.

“We are going to start working to promote this initiative and see how we can move forward, because that is the path we must follow,” he explained.

He indicated that human rights must be understood as progressive, and therefore should not be subject to restrictive criteria or conditioned by personal or political opinions.

“Human rights are progressive; they must always move forward,” he stated.

The councilman said that both the City Council and the Legislative Branch must set aside personal beliefs and prioritize the recognition and guarantee of fundamental rights.

“It is often said that the public must be consulted, but human rights are not subject to consultation. I urge my fellow council members and legislators to put human rights first,” he emphasized.
