The testimonies collected describe an unbearable reality: systematic mistreatment, arbitrary decisions, undisguised favoritism, and a management style that operates like an internal regime. The rule is not the regulation but unconditional obedience: anyone who dares to question, point out an irregularity, or simply ceases to be part of the inner circle pays the price. Analysts, department heads, directors, and coordinators have been removed, isolated, sidelined, or pressured into resigning simply for failing to align themselves completely. The message is clear: there is no stability here without submission.

🔎 SERIOUS DOCUMENTED PRACTICES:
❌ Internal Surveillance and Betrayal: As a common practice, she records private conversations with her staff and later uses that confidential content against them, to shift blame for failures or point fingers when problems arise. Even those who were once her closest collaborators claim they were used and later sacrificed to protect her position.
❌ Public Resources Used for Personal Purposes: She forces employees to perform tasks completely unrelated to their official duties, turning them into drivers, errand runners, and messengers to handle personal procedures, errands, and private demands, often well beyond their official working hours.
❌ Total Administrative Chaos: Under her leadership, everything is delayed: payments, procedures, processes, and agreements remain stalled indefinitely. The most serious and visible case is the pending closure and liquidation process following the dissolution of ITAIPUE—a poorly managed, unfinished process with direct failures attributed to her complete lack of organization and leadership.
❌ Power That Is Flaunted and Protected: Pineda Tapia constantly boasts about her privileged closeness and direct trust with the head of the agency, Secretary Alejandro Espidio Reyes, even publicly suggesting that her promotion path is already mapped out, potentially leading to even more influential positions such as General Treasurer or State Auditor.
❌ Double Standards: Favoritism makes all the difference: close allies receive protection, privileges, and lighter workloads; everyone else faces excessive workloads, public humiliation, and a “witch hunt” environment in which even minor mistakes are punished harshly.

⚠️ COMPLAINTS FILED… AND FORGOTTEN
Most troubling of all: this situation has already been formally reported on multiple occasions to higher-ranking authorities. Yet to this day, there have been no corrective measures, visible investigations, or meaningful changes. The official silence sounds like complicity: it appears that within the agency responsible for combating abuse, abuse itself enjoys complete impunity.
For rank-and-file employees and for the people of Puebla, the contrast is insulting: an institution that demands transparency from the rest of the government has no credibility when fear, misuse of personnel, nepotism, and unchecked abuse of power prevail within its own walls.
