After conducting a surprise inspection of a sobriety checkpoint run by Municipal Traffic officers and receiving numerous complaints from the public, Mayor Eduardo Gattás Báez announced the dismissal of José Luis Arroyo Negrete, the Operations Director of the Traffic Department.
“The people of Victoria deserve an authority that protects and respects them,” the mayor stated, noting that the written notice of dismissal—issued due to a loss of confidence—followed a meeting with María Taide Garza Guerra, the head of the State Human Rights Commission.
He explained that this decisive action stemmed from multiple citizen complaints against the former official regarding the road safety operation, which is implemented in coordination with state and federal public security agencies through the Municipal Security Board.
Gattás clarified that he is not opposed to sobriety checkpoints—which aim to prevent accidents and save lives—but is firmly against the abuse and arrogance that undermine the trust of Victoria’s citizens.
On the night of Saturday, June 20, the mayor made a surprise visit to the sobriety checkpoint after receiving complaints and firsthand accounts from citizens regarding officer misconduct.
He conducted the inspection alongside City Secretary Hugo Reséndez Silva at the checkpoint set up on Calzada Gral. Luis Caballero.
“There are many complaints, and just because we didn’t appoint the Municipal Traffic Director ourselves, that doesn’t mean we will tolerate these kinds of abuses,” Eduardo Gattás warned.
He noted that, by law, the appointment of the department head in the capital is not the mayor’s responsibility, and consequently, the municipal government does not participate in the operation itself.
He warned that he would implement stricter administrative measures against any Municipal Traffic officers who engage in acts of corruption.
“I stand with the citizens; the purpose of the operation is not to generate revenue, but to prevent accidents. As mayor, I have the authority to bring corrupt public servants before the Honor and Justice Council, and that is exactly what we are going to do,” he added.
