Congresswoman Elvia Eguía Castillo (Morena) stated that, given the series of accidents recorded on beaches and other tourist sites, the use of these vehicles is being regulated.

The use of ATVs, UTVs, “burritas” (a type of off-road vehicle), and other similar vehicles on beaches, ecological reserves, and tourist areas in Tamaulipas will be strictly regulated due to the accidents recorded and the impact on wildlife.

Congresswoman Elvia Eguía Castillo (Morena) stated that the series of accidents recorded on beaches and other tourist sites makes it necessary to regulate the use of these vehicles.

The intention is for the Municipal Governments and the Tourism Secretariat to determine in which areas these types of vehicles can be used and under what conditions to prevent accidents.

This includes establishing routes, schedules, speed limits, and requirements for their operation. Currently, the Undersecretary of the Environment prohibits the use of ATVs and motorcycles in the El Cielo Biosphere Reserve because the noise scares away wildlife.

Representative Eguía Castillo presented a bill to amend the Tourism Law, the Sustainable Development Code, the Mobility Law, and the State Traffic Law.

The bill, referred to committee, prohibits the use of these vehicles in swimming areas and pedestrian zones, as well as restricting their use in unauthorized protected natural areas, while under the influence of alcohol or drugs, without safety measures, or in areas restricted for environmental or civil protection reasons.

When can vehicles be impounded?

The bill stipulates that authorities may impound vehicles when they pose a risk to public safety, invade prohibited areas, or are driven recklessly.

Furthermore, it requires providers of this recreational vehicle rental service to inform about safety measures, promote the use of protective equipment, and comply with environmental and civil protection regulations.
