Yucatán Reviews Approval of New Investment Lot Development in Mérida
The Yucatán Secretariat of Sustainable Development (SDS) is preparing to authorize another investment lot project in Mérida. The proposed development is located on a property in the Tixcacal community, approximately 1.27 kilometers west of the Mérida Periférico (Ring Road), between the highways leading to Umán and Caucel.
According to Mexico’s 2020 National Census conducted by the National Institute of Statistics and Geography (INEGI), Tixcacal has:
- 1,119 residents (564 men and 555 women)
- 348 homes, of which 298 are occupied (85.6%)
Of the total population:
- 1,055 people (94.3%) were born in Yucatán.
- 64 people (5.7%) were born in other Mexican states.
- 277 residents aged three or older (24.8%) speak an Indigenous language.
- 63 residents (5.6%) identify as Afro-Mexican or of African descent.
New Residential Development Planned
The SDS reported that Hábitat Canbec S.A. de C.V. has submitted an Environmental Impact Assessment (MIA) seeking authorization to develop the Canbec Residential Development on Property No. 86, Calle 21 with Calle 14, Tixcacal, Mérida.

The project consists of subdividing and urbanizing the property to create 18 private lots intended for residential homes and commercial use, along with:
- Access roads
- Parking areas
- Green spaces
The 12,177.40-square-meter property would be distributed as follows:
- Residential area: 6,143.07 m² (50.45%)
- Commercial area: 736.53 m² (6.05%)
- Roadways: 3,528.37 m² (28.97%)
- Green areas: 1,769.43 m² (14.53%)
The SDS also announced that members of the public have five business days, beginning June 30, 2026, to review the project’s Environmental Impact Assessment, filed under Case No. 068/2026, at the agency’s offices in downtown Mérida.
Location of the Property
According to the Mérida City Geoportal, Property No. 86 is located approximately 1.27 kilometers from the Mérida Periférico.
The property borders:

- North: Los Faisanes de Tixcacal residential development
- East and South: Solana Residencial
- West: Undeveloped land belonging to Tixcacal
Google Maps indicates that the property sits directly behind the Willys convenience store located in the commercial plaza adjacent to the entrance of Solana Residencial.
The paved portion of Calle 14 ends at the intersection with Calle 27, continuing as an unpaved dirt road bordered by undeveloped lots, one of which is Property No. 86.

According to cadastral records, the property has a total assessed value of 2,061,912.06 pesos, consisting of:
- Land value: 878,189.34 pesos
- Existing building (243.01 m²): 1,183,722.72 pesos
Property Purchased for Two Million Pesos in 2021
According to the Yucatán Public Registry of Property and Commerce (RPPCY), Hábitat Canbec, represented by Lucien Garceau through Sébastien Brunelle, purchased the 12,177.40-square-meter property from María Canto Pech and Alba Barroso Alonzo on March 19, 2021.
The purchase price was 2 million pesos, equivalent to approximately 164.23 pesos per square meter.
About Hábitat Canbec
The RPPCY records show that Hábitat Canbec was incorporated on February 11, 2020, as a real estate company based in Mérida.

The founding partners were:
- Sébastien Brunelle – 24,500 pesos
- Lucien Garceau – 25,000 pesos
- Jazmín Ciau Victoria – 500 pesos
The company was established with a minimum share capital of 50,000 pesos, under authorization issued by Mexico’s Ministry of Foreign Affairs (SRE) on October 4, 2019.
Company Leadership
Canadian nationals Lucien Garceau and Sébastien Brunelle, originally from Quebec and currently residing in Mérida, serve as President and Secretary of the company’s Board of Directors, respectively.
Jazmín Ciau Victoria was appointed as the company’s legal representative in 2020 but stepped down during a shareholders’ meeting held on September 19, 2024, through either resignation or revocation.
During the same meeting, Álvaro de Jesús Blas Díaz replaced Jimmy Clemente Sosa Gamboa as the company’s statutory auditor.
