Starting October 21, all private vehicles with out-of-state or foreign license plates traveling in Nuevo León will be required to carry the so-called “Tourist Pass,” a free digital permit issued by the Vehicle Control Institute (ICVNL).
The measure, published on September 4 in the State Official Gazette, stems from an amendment to the Sustainable Mobility, Accessibility, and Road Safety Law approved by the local Congress on April 21. The guidelines took effect this Monday and, according to the first and second transitory provisions of the agreement, the digital registration system will begin operating 45 days later, on October 21.
What Does This Procedure Involve?
The Tourist Pass allows temporary circulation in the state for a period of 1 to 30 calendar days per year. The procedure is completely free and completed online through the official portal at www.icvnl.gob.mx/paseturistico.
How Do You Apply for the Tourist Pass?
To obtain it, drivers must have a valid vehicle registration card, a valid driver’s license, and a valid vehicle insurance policy, as well as a contact telephone number and email address.
Once the permit has been generated, it will be mandatory to print it and place it in the upper-right corner of the vehicle’s front windshield and on the rear window. In the case of motorcycles, it must be carried in printed form along with the vehicle’s documentation.
For those who need their vehicles to circulate in the state for more than 30 days due to work, academic, or business reasons, they must apply for the Extended Stay Vehicle Registration (RVEP), also available through the ICVNL.
Vehicles with license plates issued in Nuevo León, those with federal jurisdiction plates, and those traveling exclusively along authorized highway corridors without stopping within the state are exempt from this procedure. The Tourist Pass does not authorize any out-of-state vehicle to provide public or private passenger transportation services, including platforms such as Uber or DiDi.
Can You Be Fined for Not Applying for the Tourist Pass?
Both municipal traffic officers and state mobility authorities will be authorized to sanction drivers who do not carry the document or who travel with an expired permit. Authorities recommended that people who live in Nuevo León and have not yet updated their out-of-state license plates complete the procedure in advance through the NLínea platform.
