The General Law of Electoral Institutions and Procedures (LGIPE) is the one that stipulates the formula that must be applied to assign seats by plurinominal representation. The ruling party would reach 82 of the 85 seats it needs to be able to change the Magna Carta in the Upper House.

The National Electoral Institute (INE) presented last night the final results of the vote counts for the federal Senate and House of Representatives, with which the spaces that will correspond to each political party are assigned by the principle of proportional representation or better known as plurinominals.

With this data it was also confirmed that Morena and its allies the PT and PVEM, obtained, at least, the majority in both chambers, however, it is expected that by applying the formula provided for in the General Law of Electoral Institutions and Procedures (LGIPE), for the assignment of plurinominals, this coalition would reach 370 seats, a qualified majority to reform the Constitution in the Chamber of Deputies.

While in the Senate of the Republic, with 82 seats, the members of the Fourth Transformation would be three seats away from reaching it.

It should be noted that according to the regulations, the final assignments of the plurinominal deputies and senators will be carried out until the month of August, since it is necessary that all the non-conformity trials and possible nullity of ballot boxes be settled, in addition to the fact that the INE has the possibility of applying additional criteria on a possible overrepresentation.

However, when the constituency counts are announced, the basis is already in place to begin the process of assigning plurinominals, so following what is established in LGIPE, the composition of Congress could be as follows in the Chamber of Deputies: Morena 245 seats; PT 48; PVEM 77; PAN 68; PRI 33; MC 25; PRD 3; plus one deputy or deputy without a party.

Meanwhile, the Senate could be made up of:

60 Morena legislators
22 from the PAN
16 from the PRI
14 from the PVEM
8 from the PT
6 from Movimiento Ciudadano
2 from the PRD
Final counts

In the case of the Chamber of Deputies, the counts for relative majority resulted in: 219 for the Morena, PT and PVEM alliance; 39 for the PAN, PRI and PRD coalition; 37 for Morena; 3 for the PAN; 1 for Movimiento Ciudadano and 1 without a party.

These figures translate into Morena, PT and PVEM having a total of 256 deputies by the principle of relative majority, that is, they were elected by the citizens in the elections of June 2.

While the opposition made up of the PAN, PRI and PRD will have 42 seats out of the 300 that are voted for.

Meanwhile, the district counts show that by political party, Morena alone obtained 24 million 286,317 votes (40.8% of the vote); in PAN it added 10 million 049,375 votes (16.8%); the PRI 6 million 623,796 votes (11.1%); MC 6 million 497,404 (10.9%); the PVEM 4 million 993,988 votes (8.3%); PT 3 million 254,718 (5.4%) and the PRD one million 449,660 votes (2.4% of the vote).

Morena and allies in the Senate
For the Senate of the Republic, the district counts also confirmed the advantage of Morena, the PT and PVEM, who together obtained a majority in 30 states by the principle of relative majority.

In the case of the relative majority, Morena and allies together won 19 entities; while Morena alone won 10, as did the PVEM, who obtained 1. Meanwhile, the PAN, PRI and PRD only obtained 2.

In the case of the first minorities, the PAN, PRI and PRD together obtained 25 entities; the PAN 1; Morena, the PT and PVEM obtained 1; the PVEM 2; Morena 1 and MC 2.

According to the district counts, for the Senate Morena obtained 24 million 484,943 votes, followed by the PAN with 10 million 107,537 votes, the PRI with 6 million 530,305 votes, the PVEM with 5 million 357,959 votes; Citizen Movement with 6 million 528,238 votes and PT with 3 million 214,708 votes and the PRD one million 363,012 votes.

According to the INE, with the issuance of the results of the elections for senators, deputies and the results of the presidential election, the stage of the process in which thousands of electoral officials, trainers, supervisors, representatives of political parties and in general all the personnel of the administrative and operational branch participated concludes.

Likewise, it was recalled that this data will be sent to the Chambers of the Congress of the Union and to the Electoral Tribunal of the Judicial Branch of the Federation so that, within the scope of responsibility of each institution, it continues with the phases that will lead to the conclusion of the Federal Electoral Process 2023-2024.
