A 24-year-old young man was arrested by the Municipal Police of Puerto Vallarta on Friday night, after being chased and run over on his bicycle. In a video, elements first say that it was for stealing and in the official report that it was for disturbing the peace, while he says that he only stopped to urinate. They also beat him up.
Rafael, 24, was heading home after working at a self-service store, around 10:40 pm this Friday, on his bicycle, when he stopped to urinate in the street.
He was later chased by a patrol car that caught up with him and was arrested in the presence of neighbors from the El Calvario neighborhood.
The first statement by a police officer was that he had allegedly stolen; However, the official report does not contain any indication of this, as it states that the arrest was for disturbing the peace. Rafael at that moment believed that it was for urinating in the street.
Neighbors of the area asked him for the phone number of a relative and informed his mother that her son was arrested so that she could go look for him. The mother went to the police station and although a good time had passed since the arrest, Rafael had not yet been taken to the Ixtapa jail.
It was not until 3 am when they released him without any fine and Rafael told his family that after they arrested him in El Calvario they took him to the breathalyzer, where he boarded the patrol car and was beaten and kicked in the head.
They told him not to file a complaint, threatening that they already knew his route; however, the family will file the corresponding complaints for what they consider police brutality and abuse of authority.
This is what the official report from the Municipal Police says about the events:
“DETAINED FOR DISTURBING THE ORDER
At 11:25 p.m., officers aboard unit PV-424, while driving along 24 de Junio street at the intersection with Hidalgo in the El Calvario neighborhood in this city, observed that a person was disturbing the public order, so they proceeded to ask him his name and he said his name was Luis Rafael D. (24 years old) so they told him to calm down, but he ignored the instruction, answering with insults, reason why they informed him that at that moment he was detained for violating article 25, section VI, of the Police and Good Government Regulations of Puerto Vallarta, he was taken to the cells and made available to the municipal judge on duty, of the Citizen Security Commissioner of this city.”
