Oaxaca authorities managed to arrest one of the main generators of violence in the state, who used to operate in the Isthmus of Tehuantepec region and was involved in various crimes such as homicides and kidnappings.
The state prosecutor’s office identified the subject as C. J. F. O., alias ‘El Ruso’. His arrest was announced on Sunday morning after a security “mega-operation” that was deployed in different points of the Isthmus.
“While deterrence, security and justice patrols were carried out, specific data was obtained on the possible whereabouts of one of the priority targets of the region, as he is considered one of the main generators of violence,” the authorities detailed.
As part of these actions, the police elements moved to Juchitán de Zaragoza, one of the most populated municipalities in Oaxaca, where they finally located ‘El Ruso’ and proceeded to his respective arrest.
It was indicated that ‘El Ruso’, in addition to being involved in kidnapping and homicide, is also related to human trafficking and other criminal activities. Because of this, he was under the scrutiny of state authorities.
More than 300 elements of the National Defense Secretariat (Sedena), the State Investigation Agency and the State Police of the Secretariat of Security and Citizen Protection (SSPC) participated in this mega operation. During their intervention, no incidents of violence were reported.
Although ‘El Ruso’ was identified as one of the main criminal members in the Isthmus of Tehuantepec, the Oaxacan authorities did not mention the criminal group in which said subject operated, so it is unknown if he belonged to a specific organization.
After his arrest, ‘El Ruso’ was placed at the disposal of the Public Ministry agent to determine his legal situation. It is expected that the state Prosecutor’s Office will provide more information on the crimes in which he was involved.
According to a report by AC Consultores on the presence of organized crime in Mexico, at least nine criminal groups operate in the municipality of Juchitán de Zaragoza, which are identified as:

At the state level, the presence of drug trafficking organizations such as the Sinaloa Cartel has been reported, which uses video games like Free Fire to recruit young people and adolescents. The most recent case occurred at the end of October, when a 14-year-old minor — originally from the community of La Lobera, in the municipality of Santa Inés del Monte — was rescued while traveling on a bus headed to Mazatlán, Sinaloa.
