Million-dollar pipe business reported in Los Cabos

From the Tribune of the XVII Legislature of the State Congress, the deputy of the National Action Party (PAN), Guadalupe Saldaña Cisneros, made a statement regarding the serious problem of water shortage, in which she denounced that a “shady” business of transporting the vital liquid has been registered in Los Cabos, this through the hiring of pipes by the Municipal Operating Body of the Potable Water, Sewerage and Sanitation System (OOMSAPAS).

To corroborate this, the deputy recalled the data presented in the last audit of the 2022 fiscal year, where it was emphasized that OOMSAPAS did not verify the use of 25 million pesos, supposedly used to bring water to the colonies not connected to the water network.

He emphasized that OOMSAPAS of Los Cabos is the Organization of its kind that manages the most resources in the entire state, even above the entire municipality of Comondú, Mulegé and Loreto, however, it is not seen that it is applied to solve the great problem that the inhabitants of the main tourist destination of the entity have.

Likewise, he reiterated that in the review carried out by the Superior Audit of the State of Baja California Sur (ASEBCS) to the 2022 public account, OOMSAPAS had observations for 535 million pesos.

In this audit of what was the first year of government of the now former mayor, Óscar Leggs Castro, and that the State Congress did not approve, it is indicated that OOMSAPAS would have invested 50 million pesos in hiring pipes, however, 50 percent of that resource has no verification.

“The shortage is growing, while the cost of drinking water has risen, so I questioned whether an agency can increase the rate when people do not have access to the vital liquid and even have to buy it in the shady business of the tankers,” she accused.

“I think we are facing a very serious problem that the government of all levels must address, including this State Congress; the tankers are a shady business that must be clarified and made transparent,” she added.

Guadalupe Saldaña insisted that it should be known to whom all those millions of pesos were paid, which come out of the pockets of people who, in many cases, are forced to pay a bill and transport water.

She also highlighted that there is opacity regarding the issue of federal water concessions, which serve to authorize individuals to buy water that they later take to dozens of colonies to sell to the inhabitants.

“By the way, who regulates the cost of pipes in a market in which no authority dares to put order and confront it? Who knows if it is because the same authority is in collusion with this big business,” he concluded.
