High solar radiation in Mexico City and Edomex: These vehicles are being restricted from circulating this Friday.

The Hoy No Circula program for Friday, April 4, 2025, applies to vehicles with blue stickers, license plates ending in 9 and 0, and with registration numbers 1 and 2, as well as permits, in the 16 municipalities of Mexico City (CDMX) and 18 metropolitan municipalities of the State of Mexico (Edomex).

Vehicles exempt from the Hoy No Circula program on Friday, April 4, 2025, are those with registration numbers 00 and 0, electric and hybrid vehicles, and passenger vehicles, according to the Environmental Commission of the Megalopolis.

While cars with blue stickers, license plates ending in 9 and 0, registration numbers 1 and 2, and permits, will not be allowed to circulate from 5:00 a.m. to 10:00 p.m. Vehicles from the State of Mexico, Hidalgo, Morelos, Puebla, and Tlaxcala will be able to circulate with the same holograms and restrictions that apply to vehicles in Mexico City, as long as they have valid vehicle inspections from their state, thanks to the standardization of vehicle inspection criteria.

Fine for violating restrictions

If the “Hoy No Circula” (No Driving) policy is not observed on Friday, April 4, 2025, and the vehicle is identified by the corresponding authorities, the fine will be 20 to 30 times the Unit of Measurement and Update (UMA), equivalent to 2,074.80 pesos or up to 3,112.2 pesos.

In recent days, high levels of solar radiation have been recorded in Mexico City and the State of Mexico. Although poor air quality has also been reported in some areas, this has not led to the activation of an Environmental Contingency or the Double No Circulation (Double Hoy No Circula) program.

Therefore, this Friday, April 4, the program that regulates vehicle circulation in the Valley of Mexico is operating normally.

This Thursday, April 3, the Mexico City Secretariat of Comprehensive Risk Management and Civil Protection (SGIRPC) warned of high solar radiation in the nation’s capital, and therefore recommended:

Apply SPF 30+ sunscreen.

Wear long-sleeved cotton clothing, a hat, and sunglasses with UV filtering.

Try to spend as much time as possible in the shade or indoors.

Protect young children and the elderly.
