In Baja California, the State Congress approved a reform that marks a turning point in the treatment of animals, granting them rights as sentient beings, an action that places the state at the forefront of animal protection in Mexico.

The initiative was promoted by Governor Marina del Pilar Ávila Olmeda, who highlighted the importance of this measure at a press conference yesterday, April 2, emphasizing that Baja California is one of the few states in Mexico to grant this recognition to animals.

What rights will animals have in Baja California?

Through a reform to Article 7 of the State Constitution, animals are guaranteed the right to dignified, respectful, and special treatment, ensuring their overall well-being.

With this amendment, Baja California establishes that animals are not only beings with rights, but will also be protected by the first state animal protection system.

This includes the creation of a Specialized Environmental Prosecutor’s Office, an Animal Welfare Directorate, and an animal health center, unique in the country.

The reform will expand protection not only to domestic animals, but also to all species.
This is aligned with Article 4 of the Political Constitution of the United Mexican States, as well as the principles of the Universal Declaration of Animal Rights, which guarantee respect for animals.

Both laws create a legal framework to curb animal abuse and promote a culture of respect for all species.

Governor Marina del Pilar emphasized that this measure seeks to promote a cultural transformation. The goal is to generate greater social awareness and responsibility regarding the treatment of animals in Baja California, in order to achieve harmonious coexistence between humans and living beings.
