Mexicans’ perceptions of public safety in Mexico vary widely depending on the location.
As of the first quarter of 2025, 61.9% of urban residents nationwide considered their neighborhood unsafe, according to figures from the National Urban Public Safety Survey (ENSU) (National Survey of Urban Public Safety) published by INEGI (National Institute of Statistics and Census).
Among the most unsafe cities according to their residents were Villahermosa, Culiacán, and Fresnillo, where nearly 90% of the population felt afraid to walk the streets of their neighborhoods.
Some localities in the State of Mexico, such as Chimalhuacán and Naucalpan, also ranked among the most unsafe in the country.
