The U.S. Treasury Department recognized César Morfín Morfín, alias “El Primito,” as the leader of the Jalisco New Generation Cartel (CJNG) cell in Tamaulipas, despite the fact that he was previously considered the head of Los Metros, an arm of the Gulf Cartel.
“Primito previously led a faction of the Gulf Cartel and transformed it into a CJNG faction due to his close relationship with the leader of the sanctioned CJNG, Rubén Oseguera Cervantes (El Mencho),” the Treasury Department said in a statement.
Along with El Primito, U.S. authorities identify Álvaro Morfín Morfín (his older brother) as another key figure who helped establish the alliance between Los Metros and the CJNG: “In 2021, he and Primito were included on the list of the 10 most wanted criminals who threaten peace and development in Texas and Tamaulipas.”
Some news reports identify 2020 as the year when “El Primito” began diverting resources from the Gulf Cartel to the CJNG, which sparked disputes with Los Escorpiones, another branch of the organization founded by Juan Nepomuceno Guerra.
By March 2023, narco-banners appeared hanging on the steps of the Angel of Independence, mentioning El Primito as the main person responsible for the wave of violence in the Tamaulipas municipalities of Camargo, Gustavo Díaz Ordaz, and Miguel Alemán, regions where monster vehicles bearing the CJNG logo have been seized.
In an interview with this publishing house, journalist Jesús Lemus, an expert on organized crime and drug trafficking, emphasized that officials from Américo Villarreal’s government and the so-called “King of Huachicol,” Sergio Carmona, were involved in the connection between the CJNG and the Gulf Cartel.

“The real connection between La Nueva Familia Michoacana, Los Cuinis, the CJNG, and the Gulf Cartel must be political (…) The Carmona Huachicol Cartel is the one that connects Jalisco with the Gulf and has to do with officials from the Tamaulipas government. That’s why we have the presence of La Nueva Familia Michoacana entering through there, because the Carmona huachicoleo is very well connected to the Cuinis, who served as intermediaries with the CJNG—because it is the cartel of the family of Rosalinda González Valencia, El Mencho’s wife. That’s where the Tamaulipas route has opened up for them.”
Sergio Carmona was murdered in November 2021 in San Pedro Garza García. According to an investigation by journalist Anabel Hernández, the alleged criminal who disguised himself as a construction entrepreneur committed the crime when he began communicating with the Drug Enforcement Administration (DEA).
The so-called “King of Huachicol” was also accused of trafficking stolen fuel to Texas—the very accusation the Treasury Department is making against the Morfín Morfín brothers—and of financing several campaigns of Morena politicians, including those of Américo Villarreal and former President Andrés Manuel López Obrador.
