Two pig heads and a narco-banner with a threatening message signed by the Jalisco New Generation Cartel (CJNG) targeting police officers in Tijuana, Baja California, were found this Monday, May 26, in front of a commercial business.
The report was made shortly before 7:00 a.m., when a couple of people identified the presence of a white cloth signed by the organization led by Nemesio Oseguera Cervantes, alias “El Mencho,” on Cuauhtémoc Sur and Cuauhtémoc Norte avenues in the Río Tijuana Urban Zone, according to Semanario Zeta.
The threat was found in front of a hardware store, which is very close to the Public Security Secretariat (C2) building.
The banner referenced three police commanders identified as Luis Juan Ramírez, David García Barranza—who assumed the position of director of the Tijuana Municipal Police last April—and a third person named Jean Eliut Villanueva García.

The message threatens Luis Juan Ramírez, whom they identify as “the head of intelligence for the Tijuana Public Security Secretariat,” and tells him to “get back on track” or he will end up “repenting because we already know who is running the dirty business.”
“Here, everyone is positioned because some are more aware and know that the chair isn’t forever, so line up and open up because they have little time left. ATTE: CJNG,” the banner reads.
After the discovery, the banner was packaged and taken to the State Attorney General’s Office to begin the corresponding investigation, as reported by Semanario Zeta.
It should be noted that a narco-banner with a similar message was placed last Saturday, May 24, outside the offices of the Tijuana Municipal Secretariat of Security and Citizen Protection, located in the Revolución neighborhood.
The banner was placed on a gray Toyota Celica sedan, which was parked behind the Secretariat, according to Semanario Zeta.
The message on the banner was the same and was also signed by the Jalisco New Generation Cartel (CJNG). However, around 12:26 p.m., a report was received of the presence of two suspicious individuals in the area where the vehicle was left, prompting Municipal Police officers to respond to the scene to locate them.
Reports from the same weekly newspaper detail that the two alleged perpetrators were arrested after being located streets away in a vehicle.
