A name has emerged as a key figure in an escalation of violence in Tijuana, Baja California, who is considered an operator of the Sinaloa Cartel’s Los Mayos in the border city. This individual, also known as “27,” revealed Tijuana’s weekly Zeta.

This individual, identified as the mastermind behind several recent attacks, is currently a representative of traffickers Alfonso and René Arzate García, leaders of the faction now headed by Ismael Zambada Sicairos, known as El Mayito Flaco.

“Cabo 27,” who has changed sides multiple times, moving from the CAF (Central American Federation of Drug Enforcement Agents) to the Sinaloa Cartel, then to the Jalisco New Generation Cartel (CJNG), and finally returning to Los Mayos, is allegedly responsible for the 42 homicides so far in June, according to news reports.

According to investigations by state authorities, to which the Weekly had access, Cabo 27’s involvement in various criminal groups has allowed him to gain in-depth knowledge of the structures and key members of various criminal groups, making him a formidable adversary for his former allies.

Information provided by authorities and investigators suggests that this “internal cleansing” could be related to the consolidation of power within the Sinaloa Cartel, specifically in the Los Mayos faction.

According to the State Investigation Agency, homicides in Tijuana have totaled 596 so far this year.

According to data from authorities, the homicides recorded in June reflect a worrying trend. In previous months, the homicide figures in Tijuana were as follows: January, 135; February, 119; March, 104; April, 101; and Mayo, 95.

Zeta Tijuana reports that Cabo 27 has been identified by authorities as the leader of at least one cell made up of children and adolescents who traffic and kill in the Camino Verde area since October 2023.

“In 2023, police stated that the nickname (Cabo 27) was used by Rafael Yocupicio, “El Cabezón”; more recently, they stated that the alias could be used by Pedro Stanley Herrera Jelinek, “El Pete,” but they ultimately acknowledged that they still do not know the face and name of one of the main generators of violence in the city with the most violent deaths in Baja California and the country,” reads the Zeta Tijuana investigation.

Furthermore, this Los Mayos operator is engaged in a territorial confrontation against members of the Arellano Félix Cartel.
