Sinaloa participated in the National Sectoral Reflection Forum on the Future of Tilapia, an event convened by the Ministry of Agriculture and Rural Development (SADER) and the National Aquaculture and Fisheries Commission (CONAPESCA).
Flor Emilia Guerra Mena, the State Secretary of Fisheries and Aquaculture, attended in her capacity as vice president of the National Association of Aquaculture and Fisheries Owners (ANTAP), where she presented the actions that the Rubén Rocha Moya administration has undertaken to strengthen tilapia farming and develop the fishing sector.
“One of our strengths is resilience. In Sinaloa, we know how to respond to threats such as cyclones, insecurity, and droughts. We are a government that is close to the people and very proud of our tilapia producers,” she stated.
Speaking to Julio Berdegué Sacristán, Secretary of Agriculture and Rural Development, he stated that Sinaloa also stands out for having four certified tilapia breeding centers, located in the municipality of Sinaloa, Badiraguato, and Mazatlán, which supply the state restocking program.

Guerra Mena explained that this support has reached marginalized fishing communities, including mountainous areas, and is accompanied by technical guidance, training, and inter-institutional response to contingencies such as fish kills or droughts.
Also participating in the forum was the Undersecretary of Aquaculture, Sindy Rebeca Montoya Armenta, who emphasized that Sinaloa is the only state in the country with Fisheries and Aquaculture Reservoir Management Councils (CAPAE), comprised of authorities from all three levels of government and productive sectors to ensure sustainable management of water resources.
The event brought together authorities from CONAGUA, COFEPRIS, SEMARNAT, SENASICA, and the Ministry of Economy, who analyzed strategies to boost tilapia production and marketing as a tool to strengthen food security and combat poverty.
