Rubrum, a firm specializing in public opinion measurement, conducted a survey of Mexican citizens to determine how they would rate their governors in various areas.
Among the information collected from the population, they were asked about their approval ratings for the following areas:
Public security,
The governor’s closeness to the people,
Healthcare, among others.
They were also asked about the general approval ratings citizens would give their leaders.
Worst-Evaluated Governors
According to the Rubrum survey, five Morena governors were found to have low approval ratings among citizens.
Marina del Pilar
The worst-evaluated governor according to the Rubrum survey was the governor of Baja California, Morena’s Marina del Pilar Ávila, whose approval rating was only 3.84.
It’s worth remembering that 2025 has been fraught with controversy for Marina del Pilar, given that the United States government revoked her and her husband, Carlos Torres, her visa last May for alleged ties to organized crime.
The governor would justify this situation as a “consular measure” from the US that affected her after being initially applied to her partner.
“My husband, Carlos, has faced a situation, and as in every shared life, that circumstance has also affected me. Shortly after the consular measure was applied to him, I received a similar notification,” she stated in a message on social media.
Layda Sansores
Layda Sansores San Román, governor of the state of Campeche for Morena, is another of the lowest-rated governors, with citizens surveyed giving her a mere 4.13 rating.
Sansores San Román is another governor surrounded by controversy after censoring journalist Jorge González of the Campeche newspaper Diario Tribuna.
Today, the 71-year-old journalist cannot make any public comments regarding the governor; in fact, his content must be reviewed by a censor before publication.
Lorena Cuéllar
The governor of Tlaxcala, Morena’s Lorena Cuéllar Cisneros, is the third-worst-rated governor according to the Rubrum survey.
Her rating by participating citizens was only 4.19.
Last March, Cuéllar Cisneros accused the media of tarnishing Tlaxcala’s image by publishing fake news.
“It’s happened to us several times that we see articles and say, ‘That didn’t happen here.’ But some people want to turn something nonexistent into news that affects the state,” she stated.
Delfina Gómez
Delfina Gómez Álvarez, Morena’s governor of the State of Mexico, is the fourth most disapproved governor.
Her rating in the Rubrum survey was just 4.69.
Clara Brugada
The Mexico City mayor’s office is headed by Morena’s Clara Brugada, who, according to the survey, rounds out the top 5 as one of the governors with the lowest approval ratings.
Clara Brugada Molina earned just 4.84 approval.

The Highest-Evaluated Female Governors
On the other hand, the Rubrum survey ranked three PAN members as the highest-approved governors:
María Teresa Jiménez Esquivel, governor of Aguascalientes, with a 7.08 approval rating.
María Eugenia Campos Galván, governor of Chihuahua, with a 6.85 rating.
Libia Dennise García Muñoz Ledo, governor of Guanajuato, with a 6.67 rating.
