Zacatecas seeks to recover the Ciudad Cuauhtémoc–Osiris highway concession

David Monreal Ávila confirmed that efforts are continuing to have the Zacatecas state government recover the concession for the Ciudad Cuauhtémoc-Osiris toll road, the main route to Aguascalientes.

He stated that this concession belonged to the state government, but, in what he described as another mistake from previous administrations, it was handed over to the Federal Highways and Bridges (Capufe) to operate, under the pretext, he recalled, “that we didn’t have the capacity to manage it.”

In this regard, he added:

He explained that the highway concession has already expired, “but it belonged to Zacatecas,” so he reiterated that he is trying to recover it so that he can later make improvements to this road, which is one of the most dangerous in the state due to its high rate of car accidents.

He emphasized that the request has been expressed to the head of the Ministry of Infrastructure, Communications, and Transportation (SICT), Jesús Antonio Esteva Medina, with whom he will meet for the third time in the coming days to discuss this and other road infrastructure projects.

The Ciudad Cuauhtémoc-Osiris highway began operations in 2002, and the toll section covers 42.3 kilometers.

Improvements to other highways in Zacatecas

The governor assured that “improvements will be seen” on the other toll sections whose concession was extended until 2052 by the state government, which in turn granted their operation to Grupo Profrezac.

In 2024, the Federal Government granted an extension to the concession of the Calera-Enrique Estrada and Fresnillo bypasses until 2052. This will provide the Zacatecas state government with revenues of 1.1 billion pesos to finance road infrastructure projects.

It is worth noting that the Zacatecas Congress authorized the state executive branch to sign the corresponding agreement with Grupo Profrezac to operate and maintain the toll roads.

The corresponding decree stipulates that “the State of Zacatecas already plans to build road infrastructure projects without the need to incur public debt or use budgetary resources, having transferred the project risk to Grupo Profrezac, along with the responsibility for making investments and securing the necessary financing,” the decree states.

For the capital of Zacatecas alone, projects such as the Calzada de la Virgen Bridge – Heavy Traffic – Cerro de Las Bolsas and the heavy traffic bridge – Nezahualcóyotl road (Cemex Zacatecas Bridge) were already contemplated, the latter already included in the Mobility for Well-being Plan (Mobi).
