The plenary session of the State of Mexico Congress approved sanctions for those who use information technology to sexually assault another person, doubling the penalties for minors up to 16 years of age, because it is the responsibility of the deputies to continue strengthening the legal framework to eradicate violence against children, stated Representative Carlos Antonio Martínez Zurita Trejo.

The plenary session also approved sanctions of 800 Units of Measurement and Update (UMA), equivalent to 90,515 pesos, based on the reform to the State Penal Code, so that anyone who uses technology to arrange a meeting with a child will be severely punished.

They seek to guarantee punishment for assaulted minors

The author of the initiative indicated that in the State of Mexico, they have decided that no child or adolescent will be left at the mercy of silence or indifference.

“With the reform to Article 91 of the Penal Code, forgiveness ceases to be an empty process and becomes an act that must be assessed by the authorities under the guidance of the Office of the Child Protection Prosecutor.”
With this adjustment to the law, he emphasized, a leading role is given to the Office of the Child Protection Prosecutor, as its opinion will be decisive in safeguarding the best interests of children and guarantees that the State will respond immediately and sensitively to each victim, without re-victimization or delay.

Therefore, it is important “to reform our state’s Penal Code so that anyone who uses information and communications technologies or any other written, electronic, or messaging means to arrange a meeting with a child is severely punished.”

Two out of every 10 inhabitants are minors

From the highest podium, he asserted that 3.2 million girls and boys live in the state, that is, two out of every 10 inhabitants of the state are minors.

“Violence against children cannot continue to be a shadow over our future; it is our responsibility to continue strengthening the legal framework to eradicate it. We cannot be spectators of this reality; we must be agents of its solution. Because indifference, in politics, is often complicity,” the legislator reiterated.
That is why this proposal is being proposed to close the doors to impunity and pave the way for justice, so that the state’s institutions not only react, but also prevent and act.

He recalled that the initiative was developed together with organized civil society and responds to a demand from the population, addressing the root causes of violence with social programs, scholarships for students, and support for the most vulnerable families.
