Prof. César Martínez Ceseña Street, which connects the El Zacatal and Vista Hermosa neighborhoods, was paved with hydraulic concrete, and also includes drainage, lighting, and banquet facilities. The project was funded with 32 million pesos from the Social Infrastructure Works Trust (FOIS) and will serve as an alternate route to the Transpeninsular Highway, benefiting more than 18,000 residents.
Project Details
The president of the FOIS works subcommittee, Manuel Acosta Gastélum, reported that the section worked on—from Margarito Sández to José Antonio Castro Guluarte—includes curbs, signage, and landscaping, with the goal of improving mobility and safety in the area.
For her part, the FOIS technical secretary, Hilda Harras, noted that the funding comes from 0.5% of the 2.5% payroll tax, a resource distributed among the state’s five municipalities.
Project Planning
Los Cabos Mayor Christian Agúndez Gómez explained that this project is part of a portfolio of projects designed to address the municipality’s most urgent needs.
“We have proposed the possibility of generating a comprehensive portfolio of projects that can address the municipality’s deficiencies. These projects are intended to complement priorities and address the most urgent needs, always with adequate planning,” stated Agúndez Gómez.
He also announced that, at the request of the Vista Hermosa delegate, they will seek to pave the remaining 600 meters of the road with funds from the same trust fund.
Castro Cosío added that the new road will be an alternate route for high-traffic residents and acknowledged that the high cost of transportation and materials limits the scope of the resources.
State Vision
In his speech, Governor Víctor Manuel Castro Cosío emphasized that the FOIS must ensure that public investment reaches working-class neighborhoods and not just the tourist strip of Los Cabos.
“What is the FOIS? It’s the trust fund paid with corporate payroll taxes. It was agreed that part of this tax will be allocated to social projects, not just paving. That’s why it’s important that this trust fund bring quality projects to neighborhoods that also deserve attention,” the state leader stated.
