The most recent 2025 National Survey on Victimization and Perception of Public Safety (ENVIPE) by INEGI reports that Tamaulipas managed to reduce crime incidence in 2024, placing it among the states with the lowest crime victim rate in the country.
According to the results, the state recorded a rate of 16,537 victims per 100,000 inhabitants, significantly lower than the national average, which reached 24,135 victims per 100,000 inhabitants. This difference places Tamaulipas among the seven states with the lowest crime incidence during the period evaluated.
The year-over-year comparison also shows a downward trend. In 2023, Tamaulipas had higher figures, so the 2024 reduction represents an 8.7% drop in the state victim rate.
The state government attributed these results to the consolidation of the security strategy spearheaded by Governor Américo Villarreal Anaya, in coordination with federal and municipal forces, as well as the National Security Strategy promoted by the federal government.
In their statements, Tamaulipas authorities have indicated that the decline in indicators is not limited to statistics on formal complaints, but also reflects public perceptions captured by the ENVIPE (National Institute of Statistics and Census), which includes unreported crimes or those that did not result in an investigation file.
The INEGI survey annually measures victimization, perceptions of public safety, and the number of unreported crimes in Mexico. The data show that, although Tamaulipas has improved its position relative to other states, the problem of insecurity remains a sensitive issue: more than 90% of crimes committed in the country go unreported, posing a challenge for the justice system and ministerial investigations.
In Tamaulipas, high-impact crimes such as intentional homicides, domestic violence, and robbery with violence continue to be significant challenges, even if the overall incidence is declining. The challenge, experts point out, will be to consolidate the downward trend and extend it to more serious crimes as well.
The state government announced that it will strengthen crime prevention and citizen outreach programs, as well as targeted security operations in municipalities with higher population density. The expectation is that these efforts will maintain the reduction in crime incidence and improve citizen trust in security and justice institutions.

Homicides reach record low under Cabeza de Vaca’s administration
The state security strategy managed to reduce intentional homicides by half. The sustained decline in homicides during Cabeza de Vaca’s administration coincides with the first years of the López Obrador administration.
December, the month with the fewest homicides in six years
From October to December 2021, 134 intentional homicides were committed in Tamaulipas, while during the same period in 2022, only 79 were committed. The reduction was 41%, the highest of the six crimes measured in the national report.
