Representatives from the National Action Party Parliamentary Group presented a bill to reform the Mobility Law to make third-party liability insurance mandatory for all vehicles circulating in the state.
Currently, the Aguascalientes State Mobility Law, in its Article 15, Section III, empowers the Ministry of Finance to establish the rules for mandatory third-party liability insurance for vehicle owners.
However, the Vehicle Registry Regulations of the State of Aguascalientes do not require motor vehicle owners to have third-party liability insurance.
The bill, also presented by Arlette Ivette Muñoz Cervantes, a member of the Fuerza por México Mixed Parliamentary Group, proposes that all vehicles circulating within the state, with the exception of bicycles and those powered by animals or humans, must be provided with valid license plates, registration cards, and decals.
Also, the vehicle inspection certificate and a valid civil liability insurance policy, which at a minimum covers third parties against damages that may be caused to persons or their property due to the driving of the vehicle.
Article 80 BIS is added, establishing that every motor vehicle circulating in the State must have valid civil liability insurance, whose coverage covers at least damages that may be caused to third parties to their person and/or property due to the driving of the vehicle.
The vehicle owner shall be responsible for obtaining insurance and may do so through any duly authorized insurance institution in accordance with the applicable laws.
Motor vehicles must have a valid insurance policy covering third-party damages, under the terms established in the Regulations of this Law and the Regulations of the Vehicle Registry of the State of Aguascalientes.
