The Tabasco government decided to withhold the asset declarations of Hernán Bermúdez Requena, the former Secretary of Public Security accused of alleged ties to organized crime, for five years. The measure will be in effect until August 2030, according to a resolution by the Transparency Committee of the Anti-Corruption and Good Government Secretariat, which unanimously approved the protection.

The agency argued that disclosing the former official’s assets could “hinder the prosecution of crimes, disrupt investigation files, and endanger the physical integrity” of Bermúdez and the authorities involved. The decision falls under Article 105 of the state Transparency Law, which allows information to be withheld when its disclosure affects judicial proceedings or the safety of whistleblowers and witnesses.

The resolution followed a request for information filed by El Universal. Last July, the Tabasco Secretariat of Security and Citizen Protection adopted a similar measure regarding the same case.

Shielding Information on the Hernán Bermúdez Case

Hernán Bermúdez Requena’s financial records will remain confidential until final court rulings are issued. The Transparency Committee considered that the interest in safeguarding the proceedings outweighs the public interest in disseminating the information.

The former official, also identified as “Commander H,” “El Munra,” and “El Abuelo,” faces common-law charges of criminal association, extortion, and aggravated kidnapping. In parallel, the Attorney General’s Office is investigating him for organized crime, public health offenses, arms stockpiling and trafficking, as well as crimes linked to the hydrocarbon market.

The confidentiality of assets coincides with the indictment issued yesterday by a supervisory judge of the 9th Judicial Region of Villahermosa, who ratified the precautionary measure of pretrial detention. The complementary investigation will be carried out within three months, concluding on December 23, within criminal case 386/2025.

Bermúdez appeared virtually from the Federal Social Readaptation Center 1, El Altiplano, where he has been held since September 18 after being expelled from Paraguay.

Hernán Bermúdez, from fugitive to indicted

On September 12, the former secretary was arrested in the Surubi’i residential area, on the outskirts of Asunción, Paraguay. He remained in custody for almost five days before being handed over to Mexican authorities.

The Tabasco Prosecutor’s Office detailed that Bermúdez had left the country months earlier, when a state arrest warrant was already in place. Interpol issued a red notice for his international location. General Miguel Ángel Martínez, then commander of the 30th Military Zone, confirmed that the warrant had been issued since the beginning of the year.

The initial hearing began in Tabasco on September 19, during which he was placed in pretrial detention. The continuation of that hearing took place yesterday, behind closed doors, where the judge confirmed his involvement in the proceedings.

Prosecutor Óscar Tonatiuh Vázquez warned that, if found guilty, Bermúdez could receive a sentence of up to 158 years in prison: “Kidnapping carries a sentence of 50 to 100 years; criminal association, 7.5 to 18 years; and extortion, 20 to 40 years.”
