Representative María Esther Magadán Alonzo announced that she will file several complaints against the former mayor of Progreso, Julián Zacarías Curi, who was elected from the 2018-2024 term. She accuses him of illicit enrichment, acts of corruption, and alleged involvement in the so-called huachicol fiscal scheme.
The legislator explained that she will appear before the Superior Audit Office of the State of Yucatán (ASEY) for misuse of public funds, in addition to requesting the Institute of Legal Security of Patrimonial Property of Yucatán (INSEJUPY) to collaborate in the investigation into the assets declared by the former official and his family.
Magadán also announced that she will file a complaint with the Attorney General’s Office (FGR) for his alleged involvement in the huachicol fiscal scheme and will notify the Yucatán Anti-Corruption Prosecutor’s Office to investigate possible cases of embezzlement and influence peddling.
The representative explained that on September 17, 2025, in her capacity as president of the Public Accounts Oversight Commission, she received an anonymous citizen complaint accompanied by documents exposing possible property irregularities and acts of corruption committed by Zacarías and his immediate family.
Among these, the irregular acquisition of land stands out. During his municipal administration, the former mayor’s children, then students, allegedly purchased land at prices well below the real market value.
One of those properties, acquired in January 2024, was donated to Julián Zacarías as a life usufruct and later leased to a private company for 232,000 pesos per month for 10 years, a transaction that generated millions in revenue.
That same property was searched and closed on September 12 in a federal operation against fuel theft.
