Zacatecas, Zacatecas, October 23, 2025.- The National Urban Public Security Survey (ENSU), prepared by the National Institute of Statistics and Geography (INEGI), reported that Zacatecas and Fresnillo continue to decline in the perception of insecurity. The capital has dropped to 20th place nationwide, and Mineral de la Sierra to 26th, with an annual decrease of 12.5 percentage points.
According to data published by INEGI, Fresnillo saw a notable reduction in the perception of insecurity, going from 87.9 percent in September 2024 to 75.4 percent in September 2025, representing a decrease of 12.5 percentage points, one of the five most significant nationwide.
The municipality of Zacatecas, which includes the urban area with Guadalupe, showed an improvement, dropping from 80.7 percent in June 2025 to 76.8 percent in September 2025, indicating a downward trend.
One indicator where Fresnillo stands out is the rate of conflicts or confrontations between people; only 15.3 percent of the population reported having experienced some type of altercation in the third quarter of 2025, a figure that places it as the city with the second lowest incidence of conflicts among the 91 evaluated by the ENSU.
The greater Zacatecas and Guadalupe metropolitan area reports 29.8 percent in the same category, which remains below the national average.
The decline in the insecurity perception indexes goes hand in hand with the decrease in high-impact crime incidence rates.
In September 2025, the state of Zacatecas was recognized by the Mexican government as the entity with the lowest number of intentional homicides, with four.
Nationally, the perception of insecurity stood at 63.0 percent among the population aged 18 and over residing in the 91 urban areas of interest, which represents a statistically significant change compared to the 58.6 percent recorded in September 2024.
