Starting in December, obtaining a driver’s license, regardless of the type, will require a new document: a certificate of non-registration in the National Registry of Child Support Obligations (RNOA). This document is in addition to the traditional requirements and will verify that the applicant is not registered as a child support debtor with the appropriate authority.
The Secretariat of Public Security (SSP) announced that the certificate can be downloaded directly from the official website of the National System for Integral Family Development (DIF). With this measure, the National Registry of Child Support Obligations is formally integrated as a screening tool in various public procedures nationwide.
The certificate of non-registration in the National Registry of Child Support Obligations (RNOA) will be mandatory for obtaining a driver’s license in categories A, B, C, and D (permanent). This requirement applies to individuals 50 years of age and older, who must present the new document along with the standard application requirements.
Requirements for Permanent Driver’s Licenses Type A, B, C, and D
To apply for a permanent driver’s license, the applicant must present:
Valid official photo ID: INE (National Electoral Institute) card, passport, National Military Service Card, or professional license
(For foreigners: documentation proving legal residency in the country)
Original proof of address no older than 3 months
Updated CURP (Unique Population Registry Code)
Certificate of Non-Registration in the National Registry of Child Support Obligations (RNOA)
Proof of payment
For Type A licenses, prior completion of the road safety training course offered by the State Transportation Directorate is mandatory.
Application of Restrictions for Child Support Debtors in Veracruz
In Veracruz, individuals registered as child support debtors are prohibited from carrying out various public procedures. These restrictions include the inability to marry in a civil ceremony, apply for a driver’s license, participate in adoption proceedings, or run for judicial, public, or elected office.
