On the morning of Saturday, December 6, a message attributed to members of the Jalisco State Police circulated widely on WhatsApp. The message was addressed to Mexican President Claudia Sheinbaum Pardo, Federal Security Secretary Omar García Harfuch, and anti-corruption and human rights authorities.

In the message, the police officers—who claim to remain anonymous for fear of reprisals—denounce alleged acts of corruption, abuse of power, links to organized crime, workplace harassment, and violations of labor rights within the state police force.
The main accusations target the State Security Secretary, Juan Pablo Hernández, as well as other state, regional, and municipal commanders, whom they accuse of operating an alleged network of internal control and criminal protection.
⚠️🚨 Among the reported issues are:
- The alleged dismantling of the Jalisco Regional Police, leaving command in the hands of newly hired personnel with no operational experience.
- Orders not to patrol and to remain confined to bases, only leaving under orders from superiors, which—they claim—leaves the population without protection.
- Off-duty assignments of up to 15 days without per diem*, forcing officers to cover expenses out of their own pockets.
- Administrative punishments and reassignments of officers with greater seniority who* refuse to carry out illegal acts, such as allegedly fabricating arrests of citizens.
⚠️ The message directly implicates David Espinoza Ayala, identified as Regional 2 and in charge of the Regional Police; Aaron Barajas Ayala, Regional 3, known as “El Choco,” is accused of being a liaison with criminal groups and controlling movements and payments within the corporation.
Also mentioned are:
—Agustín Ayala Espinoza*, accused of handling payments within the Metropolitan Police.
—Aldo Méndez, identified as the formal head of the Metropolitan Police, but described in the message as a “puppet” without real control.
—Juan José Dolores Ayala Espinoza, Director of the Municipal Police of Encarnación de Díaz, accused of using state police officers for municipal functions and alleged illicit collections.
—Hermes Daniel Rodríguez Ortiz, Police Commissioner of Teocaltiche, accused of allegedly allowing organized crime to enter the force and keeping police officers from carrying out their duties. —Óscar Manuel Montaño, current Commissioner of the State Highway Police, accused of removing experienced personnel to make room for new and “manageable” staff.
—Elida Yaraxi Ortega Beleche, with the operational code “Eco 1,” in charge of Tourist and School Police, accused of workplace harassment, mistreatment, and alleged improper charges to personnel.
—Vázquez, known as “Dragon 1” or “El Peinado,” accused of allegedly protecting commanders accused of planting evidence.
—Gómez, Regional 5, accused of alleged acts of corruption and fabricating crimes in the Teocaltiche region. — #OMEGA_1 Private Secretary to Secretary Juan Pablo Hernandez, who acts as if he owns the Libertad building, making CHANGES IN ALL AREAS of the Secretariat, ordering that “here, we do what I say, not that damn old woman” (referring to the General Administrative Director).
Likewise, the complainants claim there are irregularities in the payment of the Christmas bonus, which—according to them—is delivered in two installments when legally it should be paid in a single payment; in addition to salary increases that are not reflected in the payroll, insufficient vouchers, and the simulation of uniform delivery, with officers signing lists without receiving the corresponding equipment.
The message concludes with an urgent appeal to the Government of Mexico, the Jalisco State Human Rights Commission, and the competent authorities to intervene in Public Security in Jalisco, arguing that both the police and the citizens are the most affected by the situation.
To date, none of the authorities mentioned have issued an official statement regarding the content of the message.
