What happened today in Puerto Vallarta isn’t a scandal. It’s a damned institutional disgrace in which Munguía is up to his neck.
The Jalisco Attorney General’s Office raided the Municipal Police Station in connection with two cases of forced disappearance allegedly committed by police officers under Luis Munguía’s administration. Yes, municipal police officers. The very same ones who are paid, obey orders, and operate under his command.

This is no longer insecurity.

This is called a narco-municipal government.
The police station, that building that should be a symbol of authority, was treated today as what it appears to be: a haven for criminals. Seals on the doors. Forensic experts inside. And the mayor? Hiding, preparing what to say to get out of this mess.

The police chief? Fleeing from the cameras.

The face of the government? Hidden.

Luis Munguía doesn’t govern: he manages the silence, tolerates the rot, is a criminal, and today he carries the burden of a scandal that reeks of state crime.

Because let’s be clear: enforced disappearance is not an abuse. It is one of the most serious crimes that exist. It is institutional terrorism. It is the state using force to erase people.
