IMSS allocates 716 million pesos to vehicle leasing for companies linked to the Supreme Court and a friend of Adán Augusto López

The Mexican Social Security Institute (IMSS) awarded a contract worth up to 716,560,000 pesos for the leasing of administrative vehicles to the companies Total Parts and Components, S.A. de C.V. and Lumo Financiera del Centro, S.A. de C.V. The former previously sold armored trucks to the Supreme Court of Justice of the Nation (SCJN), and the latter is linked to a friend of Senator Adán Augusto López Hernández.

According to the award notice for tender LA-50-GYR-050GYR019-N-68-2025, the contract covers the leasing of vehicles for decentralized administrative operating units and central areas of the IMSS, under a multi-year agreement with a term of up to 38 months. The minimum amount is 326,909,000 pesos, and the maximum can reach 716,560,561 pesos.

Total Parts and Components was chosen by the Supreme Court of Justice of the Nation (SCJN) to supply armored SUVs for the justices for over 25 million pesos, an acquisition that drew criticism for its contradiction with the court’s austerity policy. The company was awarded lots 1 through 4 (sedans, SUVs, pickups, and cargo vans) for a maximum amount of 408,636,360 pesos.
Lumo Financiera del Centro has been linked to Luis Humberto Montaño García, an associate of Senator Adán Augusto López. It was awarded lot 5 (passenger van) for a maximum amount of 187,077,096 pesos. Montaño was the coordinator of advisors at the Belisario Domínguez Institute, with a salary of 120,000 pesos per month, and his companies have obtained numerous public contracts.

The ruling details monthly costs per vehicle type, ranging from 18,000 to over 25,000 pesos per unit, reflecting the inclusion of mid-range and high-end vehicles in the leased fleet.
